dzhokhar tsarnaev is waking up in a federal inmate with medical needs. he's in a small cell with a sink, a shower, and a small window. his bed is bolted to the floor and the door made of solid steel with a small food slot. he is allowed one hour of recreation each day. >> he is in complete lockdown and no contact with inmates or other staff. >> now a source told nbc news, the older suspect, tamerlan, was captured on a wiretap in 2011 talking to his mother on the phone about jihad. >> why did they kill him? why? the same mother who has been proclaiming her sons' innocence. why didn't the russian share this with authorities until now? >> they are careful about disclosing sources as our own intelligence agencies and there

is a a lot of mutual suspicion. we will take the russian help as much as they're willing to give. >> reporter: we are learning more about the bombs themselves. a new analysis shows the design seemed to follow instructions from "inspire" magazine published using low explosives consistent with commercial fireworks, adding shrapnel and a trigger system crafted from a toy car radio controller. also over the weekend, more tributes to the youngest victim of the attack. 8-year-old martin richard, his little league team painting his name on the field and draping his jersey over the fence, a heartfelt reminder of how devastating this was. now the big question for investigators, did the suspects have any outside help? over the weekend, authorities combed a local landfill looking for the suspect's laptop, trying to trace their trail back and

see who they have been talking to. they never found the laptop. the investigation continues of course. >> jeff, thank you. >> thank you very much. congressman peter king, a republican from new york is a member of the house homeland security committee and with us from bell harper queens. he is checking in on the progress from sandy six months later. good morning to you. >> good morning, savannah. >> we will have more on sandy later on in the show, but i want to talk about the boston bomb investigation and ask you about the reports we know how it is the russians became aware of tamerlan and they wire-tapped him having a conversation with his mother and another person. is that a critical piece of information that may have changed how fbi agents investigated him? have they had that information back in 2011? >> no doubt if the russians are giving the fbi the information they had regarding the mother and the son and their views on the mother's radicalization and the son's radicalization, it would have dramatically changed

the investigation and forced the fbi to go further and get to the bottom more quickly. and possibly head this entire disaster off, yes. are you satisfied with the help the russians are providing now in the investigation? >> no way of knowing. there's no doubt the russians are cooperating more. but the congressman said there is not full trust between the united states and the russians. they don't want to give us information that will give away sources or methods. it's a bit of a dance. they want to give as much as they can which helps them but give us nothing that give us an idea how they do their intelligence so that is -- yeah. >> i'm sorry to interrupt you. on "meet the press" on sunday, you told david you felt the fbi agent who interviewed him in 2011 gave him the benefit of the doubt on too many occasions. what do you mean by that? what specifically? >> i can't tell you specifically. i'm just saying there are two other instances that i thought if the fbi had looked further and if they had realized

how often you find someone having three coincidences regarding possible terrorist activity? i thought they were too quick to close that out and as far as more on going to the local mosque and just checking him out. a lot more than they did. to me it was enough smoke there whether or not there was fire, there was enough smoke that that investigation should have kept more active. >> really quickly, rather than someone radicalized these young men, do you believe they had outside help in terms of either training or financing? >> i think they have to. i have no evidence of it, but when you find this many bombs put together so well like getting all the equipment and all of the devices and assembling it, it's difficult to believe two people could have done that on their own living in a tiny apartment with his wife and daughter and the other brother going to school. too much is perfectly synchronized for this just to be two guys doing it on their own.

i believe that there had to be some sort of facilitation and possibly coconspirators. no guarantees, but if i had to bet, one way or the other, we will find that other people were involved. >> good to have your perspective, sir. thank you very much. matt? a new suspect charged in connection with the ricin-tainted letters to president obama and other officials appears in federal court today. pete williams has the newest developments. pete, good morning. >> matt, good morning to you. the man who will stand before a federal judge will be formally charged and is the second person arrested in the case. the first suspect has been released with his charges dropped. investigators say their relationship is a part of the case. >> reporter: federal prosecutors now accuse a former martial arts instructor, 41-year-old james everett dusky of tupelo,

mississippi, containing the deadly poison ricin to the white house and senator roger wicker of mississippi. both letters were stopped at federal mail screening centers where the hazardous contents were detected. dusky was arrested over the weekend after federal agents spend days searching his house. law enforcement officials said they found traces of ricin in his possession but he has insisted he had nothing to do with the letters. did you ever handle ricin? >> hold on a second. no. i wouldn't recognize ricin if i saw it. would you? >> reporter: 12 days, the fbi arrested another man, paul kevin curtis and charged him with mailing the poison. they said the wording of the ricen letters had many of the same phrases that curtis was used online and to congress claiming a experience to sell human body parts on the black market. the charges were dropped when searches turned up not a trace of ricin in his possessions. he said someone framed him, copying his writing style.

7:56. good morning. i'm jon kelley. more questions and concerns over those faulty bolts over the new bay bridge. the san francisco chronicle reporting the new span has more than 1200 bolts made from material nearly identical to one that has been banned. the bolts were banned by a national transportation agency because, yes, they can crack. the bay area congresswoman says she has some security concerns with the u.s. coast guard as sequester cuts forced the guard to draw down patrol. the department of homeland security says $295 million is being slashed in the coast guard's budget. congresswoman, jackie spears, says that is a security concern, because it is now forcing the coast guard to cut patrols around potential terror targets like the golden gate and bay bridges. she is also hoping the cuts will provide an opportunity to streamline service. right now, let's check in with

this morning on today's kitchen, we map out your weekly meals with four budget-friendly recipes. the host of the cooking channel's road trip with g. nice to see you. four meals and low budget and good variety. using a couple of ingredients. did you find this a hard challenge? >> i did not. i like to shop and like to eat and have consistency. i don't want to have to do it all day.

>> before weigh start with the stir fry, you put the whole shopping list up. beef stir fry on monday. >> it's great because i have the meat and the vegetables and easy to prep and a really great sauce. >> you like flank steak? >> it's underrate and it's flavorful and not very expensive. you slice it against the grain. you get the garlic and the meat going. this cooks really quickly. start to finish, it's two minutes. we have the wok and you can use the saute pan at home. soy sauce. plum sauce. >> all of it? >> yes. >> chicken stock. then we have the veggies. carrots, scallions, bamboo chutes, peppers, peppers, peppers. we simply saute it.

wok it. that's all you want to do. >> you will serve this over jasmine rice? >> yes. that is here and fresh scallions which you slice. you have rice and the stir fry and the veggies. everything you need and it's really, really easy to make as you can see. >> it's a good way to start the week. that's monday. we will meet you around the back. salmon on tuesday. you will use salmon later in the week as well. >> on thursday. here's what's great about this. i got the salmon and i slice it for this for the secures. i get my veggies. olive oil, okay? i use shallots. a little garlic. artichokes that you have there. sun dried tomato, okay? >> the goods thing about salmon is it tastes great. >> the bad thing is you know it's there for a week.

>> for leaves ayling lingering. >> you see how easy this is. this is one of the things you want to capture. if you have homework and laundry and kids or a busy schedule, this stuff works well because it's really quick. you can buy stuff that is store-bought. artichokes and sun dried tomatoes. >> artichokes are really, really good for you. you plate the vegetables and put the salmon on top? >> we have that ready. we just grill this. indoor grill. >> this time of year most people can do it outdoors. that eliminates that kitchen smell. >> that indoor aroma. this is family style. >> very nice. >> that's tuesday. wednesday we move on to a coat cheese ravioli. more of that plum tomato sauce.

>> spinach and goat cheese. >> if you have not worked with wonton skins, how easy is it? >> very easy. my 9-year-old stuffs and folds them and you close it up and drop it in the water. cooks all of two minutes if that long. >> that's budget-friendly. >> you don't want to make it from scratch. you get the wonton and it's really, really simple. you can stuff it with anything. goat cheese, mushrooms, chicken, whatever you want. we have the micrograins and i like to put a little olive oil. >> we have tuesday their and the ravioli for wednesday. on thursday we are going back with the salmon. you have a little left over and you are making screws? >> skewers. you skewer it and plum tomato sauce.

south here in queens. jfk international airport and to the north jamaica bay and water on both sides. it came through here hard. you can see the damage behind me six months on. they are still working through how to get the money to begin replacing and fixing some of the damage here. you have to consider what this place where i am standing bell harbor in the middle of the rockaways has been through. september 11, 2001. they lost 70 people, a community full of firefighters and police officers. then two months later on november 12th, 2001, that commercial airliner you may remember, an american airlines flight on the way to the dominican republic crashed. 260 people on board died and people on the ground died as well. six months later dealing with super storm sandy. to a man and everyone we talked

to, they want to stay put and rebuild. this is their home. there people here who lived here generation after generation after generation. they don't know where else to go. this is home to them. what they need is help from the government and money to be freed up and need attention to be focused on this place again. we will do that this morning and talk about breezy point and the fire that took place behind me. the firefighters lost many of their homes and had to stand and watch as the fires really reduced their homes to ashes and couldn't do much about it because of the storm surge. a lot to talk about. >> a story that will continue on for a long time coming. we will check back in a couple of minutes with you again. thank you for that. let's get to take two. matt's very revealing interview with martha stewart. she is talking about her new book and aging and getting

james everett dusky was arrested this weekend and officials said they found traces of ricin in his possession. he insisted he had nothing to do with the letters. he knew and feuded with the original suspect in the case and changes against him were eventually dropped. police intensified their search for a 25-year-old michigan mother who vanished from her job as a gas station attendant over the weekend. >> we miss her and love her. >> abducted. that's the word out of michigan this morning as police in norton shores continue to search for jessica. the 25-year-old mother went missing late friday night from her shift at an exxon gas station between an 11:p.m. sale and a 911 call placed 15 minutes later by a customer reporting that the store was empty. her keys and purse and the cash

when fire swept through a community built by and for firefighters. >> there is not a single house here that was unaffected. >> before water and fire ripped apart breezy point, not much else could. >> everybody knows each other and looks out for each other. noplace i have ever lived like this. >> the kind of place where you go to the beach and you don't bring a bike lock. you leave your bike there. >> breezy point is a tight knit working class community founded by police and firemen and known affectionately as the irish riviera. marty's family has been here since the 20s and today he is the chief of the volunteer point breeze fire department. as his firehouse filled with water on the october night. the chief went out to save his town. >> massive fire was burning and

200 firefighters were trying to contain this. >> we were fortunate we didn't lose the community. >> sandy's 70 mile an hour winds whipped the fire from home, c12-foot floodwaters, firefighters could only watch as their own homes burned to the ground. by the time the firestorm was over, 126 houses had been destroyed. >> the biggest fear was somebody was going to die. being the decision maker, i wanted to make sure nobody died because of a bad decision that would have come from this firehouse. >> six months later, nearly 500 homes have been destroyed or slated to be demolished, leaving an eerie quiet where a vibrant community stood for generations. >> a friend of mine came back from afghanistan and loses his house. >> in the midst of tragedy,

home on snowflake way friday afternoon when the man walked up, grabbed a girl and reportedly ran off. the mother began yelling and the man apparently dropped the toddler and that's when he ran away. mountain view investigators are trying to figure out what caused a building set for demolition to go up in flames. the tropicana lodge on camino real. firefighters say they used the hotel for training exercises eight months ago. ventilation was already in place to help stop the flames from spreading. no one was hurt. we'll have a look at weather and traffic after the break.

rockaways and willie. >> reporter: thanks a lot. a lot of coastal communities were devastated by hurricane sandy. this is the rockaways, queens, new york, specifically. bell harbor. this is a lifetime resident here and president of a local charity called the gray beards. thanks for being with us. for people who don't know, besides being a championship basketball team which is what the t-shirt is for, what are you guys up to? >> the gray beers are a group of guys connecting by basketball and we formed a not for profit in 2001. our mission statement is to help our neighbors in time of need. prior to sandy, we helped several hundred families and we were in a position to have an impact on the community. thanks to generosity and thousands of people and publicity through tv, we were able to raise over a million dollars and we have given out to other people. >> i'm amazed with the speed in

which you moved this money to people. there is no burocracy. >> pretty much everybody in the id prioritize certain thingswe and looked at the elderly and the handicap and more need than others. everybody needed something, but they wrote in and told us their story. we met weekly and decided who would get a grant. >> as someone who lived her his whole life, you all have taken gut punches over a few decades. 9/11 was cruel to the area and two months later the plane crash right behind us and now sandy. how do you hold up through all of that? >> i don't know. 9/11 we lost over 70 people from this community. we lost five residents and hundreds of people on the plane. sandy, we lost eight people.

thankfully we lost eight people. you would think with the devastation we would lose a lot more. ry lucked out that more people didn't lose their lives. >> what do you want people to know that you are watching. what do you need? >> the biggest problem we have here is when i talk to friends of mine who don't live here, are things getting back to normal? they are nowhere near normal. the economy is suffering and small businesses are really hurting. the people, everybody is fixing up homes. when you drive to the streets, they will be like all of this neighborhood is back the way it was. if you drive up and down the block, you see construction vehicles. on the beachfront, you see the destruction in the homes, but what we need is people not to forget us. we need people especially this

summer, rockaway isn a big roll economically. it became a hot spot. we were in the news every week and i hope that momentum doesn't die. i want people to come down. it's not going to be the way it was this year, but we will have plenty to do. we have a beautiful beach and lifeguards will be back and the beach will be open and we will need people to come down and support us. >> it is a big beautiful beach with great people. thanks for being with us. gray beards.com if you are interested in helping the people here in the rockaways. go there to help. >> thank you. >> back with more of "today" after this. good morning to you. it is 9:56. i'm marla tellez. more questions and concerns this morning over faulty bolts on the new bay bridge. the "san francisco chronicle" is reporting the new span has more than 1200 bolts made from a material almost identical to one

that has been banned. the bolts were banned by a national transportation agency because they can crack. a bay area congresswoman says she has security concerns with the u.s. coast guard as sequester cuts are forcing the guard to drawdown patrols. the department of homeland security says $295 million is being slashed from the coast guard's budget. congresswoman jackie spears says that is a security concern because it's forcing the coast guard to cut patrols around potential terror targets like the golden gate and bay bridges. she's hoping the cuts will provide an opportunity to streamline services. get ready for mother nature to turn up the heat. lets get a look at the forecast with meteorologist christina loren. >> thanks, marla. it's going to be hot today and even hotter as we head deep if the week. for today what you need to know, mostly cloudy start this morning, patchy fog tomorrow morning. that will keep temperatures down just a touch. it's going to be as hot tomorrow as what we're expecting today, 90s and upper 80s inland. up ahead, mid to upper 90s on

proclamation, they were grabbing the pen out of my hand to sign it and most of them were going finally, finally. a couple of people actually, thank god said to me, how much money do you need? and thankfully it didn't come to that. >> the idea was that kath was going to put an ad out in "u.s.a. today." >> a full-page ad. >> which turns out it cost a lot of dough. >> i was told one number and i thought, we could manage that. and then someone else told me, it's $250,000 on a friday. and i'm going -- well, color? why don't we do a black and white on tuesday. >> here's the thing, when you brought it to matt's attention. matt is such a great guy, he said why don't we just keep this here within the family. let's not put an ad out, that's so quintessential matt, isn't it? >> right, right. what was so sweet, i had to pass this by frank of course, he said how much is it going to cost and i told him and he goes -- how much? and i said, you got to do it. we've both been personally, well

i've been accused of things -- >> that didn't happen. >> that were just completely and patently false. if you don't change the perception, people assume that it's true. perception, unfortunately becomes reality. but frank was so cute. he says, can i sign it? and i said no, honey you're not a member of the "today show" family. and he said, i'm inside the hall of fame. i get it pay for it, but i don't get to sign it? life's not fair, frank, okay? but it ended up meaning a lot to matt and i'm so glad. i was walking out of a shop yesterday, i want to say hi to manny, he knows who i am. he said kathie, i saw what you did in the newspapers, that was nice. and i said manie, did it change the way you think about all the garbage you've been reading in the press about all the -- all the machinations going on? and he said, it did, maybe it

isn't true. and guess what, it isn't true. >> if you walk into "the today show" studios on any given day and you get the vibe that we have here, we know how lucky we are. and i think it's one of those things that you feel like there's this dark cloud and every day we walk in, you high five, you see jimmy, tery, peter, you see everybody and you feel lucky to be part of this family. it meant a lot to matt, it meant a lot to all of us to know that this is what it's like inside the house. because people can only peek in. >> the fun part about this whole thing for me was when i went around with this proclamation. not only did people steal the pen to sign it quickly. they wanted to stop and tell me something that kind that matt had done for them and it was everything from like -- saving their life when they couldn't -- i don't want to make him out to be a saint, but, you know it was my mom's birthday last week and call her. he wished -- stuff like that. >> he does little things. >> and there's dave, one of our stage managers here. the last thing. he teared up when i finally

8-year-old nick santillo has been in and out of hospitals his entire life he was born with half a heart and it's been a tough, long road for he and his family. let's look at his story. >> just days old, nick underwent his first open-heart surgery. >> they gave him months to live without the surgeries. we prayed and prayed and prayed, and hoped for the best. >> nick was born with a rare heart defect called hypoplastic left heart syndrome. which means he lives with only half the chambers in his heart. >> we three heart surgeries, one

at six days old, one at five months old, one at a year. >> it was very trying to watch your son -- experience that stuff. >> at just eight years old, nick has been through a total of eight surgeries, most recently, a life-threatening scare last november. >> i was coughing up blood and i had to take a needle and then they had to put it in my arm. >> to figure out that he had an abnormal vein and it burst and full-blown blood was filling up the lung. i thought he would die. we didn't know what to do. he just wanted to know when we were going do get home. he's the strong one. we're the ones that do the worrying. >> now after life-saving surgeries, nick leads an active life and works hard every day to overcome life-long complications. >> it's hard, it's easier now than it was in the beginning. he has developed more, gotten stronger. you know, things are easier.

in junior high school my weight was up around 250 pounds and i was reminded every day br those closest to me that my appearance gave them permission to be mean. though my years at inn high school were good to that point. i was infat waited with losing weight. i always ended up back where i started. my turning point came when as a freshman in college i realized i had total control of my health for the first time and a responsibility to do better. i'm with the will to change, information i found on the internet and everything i've learned through the years i started paying close attention to what i was eating and going to the gym. losing weight and getting healthy has helped me to realize that how others felt about and treated me, how i treated and felt about myself. i'm grateful for the physical part of my journey, but more about the emotional, physical spiritual aspects and that i'm finally happy with me. >> she's beautiful. before we meet her, we'll talk
